It all started with the following memo:
From the Committee of Iacon's Reconstruction Program:
The following are the base rules and regulations that have been established during this time of Iacon's Reconstruction. These rules are to temporarily keep the citizen's safe and under control during this time. These are subject to change when the program is complete.
1) Speed limits on main roads are 25 mph, residential streets are 15 mph. Violators will be prosecuted.
2) Speed bumps will be placed every 10 feet on main roads, and every 5 feet on residential. Tampering with these or causing damage to them as a result of speeding or any other means is an offense, violators will be prosecuted.
3) There will be complete and strict radio silence unless authorized by Prime himself. Permission may only be granted after filling out the proper form(s) and having the content reviewed by the Iacon Communication Board. All requests may take up to 8 business days. Violators will be prosecuted.
4) Iacon will be a no fly zone. All flights must be authorized by Prime and the Iacon Flight Committee. Petitioners ( those who wish to fly within Iacon’s boundary) must complete and submit a form including a detailed flight path and an exact takeoff and landing time. Violators will be prosecuted.
5) To falsify any information on a legal form, or to submit a form containing inaccurate information, even if the information found incorrect retroactively, is an offense. Violators will be prosecuted.
6) There is a no pets policy. This law has no exceptions. Violators will be prosecuted.
7) All former criminals are to be subject to special observation and are not permitted to be unaccompanied and are to be relegated to labor intensive positions only. Violators will be prosecuted.
8) If someone is found guilty of violating any of these rules, the case will be reviewed and decided by Prime. Evidence against the accused will be regarded or dismissed at his discretion. He will have final say in all cases.
9) No trial is required, and appropriate legal punishments are up to Prime.
