This is the scenario - it's a sunny morning in August on the West Coast. We're in Los Angeles, for colour.
Unexpectedly, dogs are barking. There's a jolt. Everybody looks up and says "Oh, a quake on the East Coast. How original."
Then the shaking starts.
The ground is like water. You can't stand. You can't drive. You're thrown off your feet, buildings crumble around you, vehicles are thrown into the air. Everywhere is shaking. EVERYWHERE. Electrical wires snap, water mains rupture, gas mains explode. What isn't shaking or collapsing is probably exploding. It does this for about three minutes.
earthquake
Twenty minutes later, a tsunami five storeys high hits the coast, not just water, but a moving wall of fishing boats, cars, and small buildings.
By the time it's done, most of the West Coast, not to mention parts of Canada and Mexico, have been gleefully laid waste, and there's gonna be more tsunamis on the other side of the Pacific too. Aftershocks could hit, worsening the damage of buildings that managed to survive.
And you were there.
And you survived.
What can you do?
The rules are simply that you were in Los Angeles when the quake happened. There's destruction and fires everywhere. A car would be thrown into the air. People need help - maybe you need help, trapped under rubble.

Whirl had never been so glad to have an arial mode. The only safe place for anybody during the Earthquake was in the air. There were sirens and screaming people and flooding everywhere. It had taken him off-guard, and while he didn't usually concern himself about humans, this was... messy.
He sent a message out to any other Autobots in the area.
"This is Whirl calling any Autobots. There's like... an earthquake hitting the West coast. It's travelling up the faultline. It's like... tearing everthing up. Anybody there?" he paused.
The mech hovered, lowering his altitude to scout everything. The water was five feet higher than usual.
