Elba
Elba, a planet in the outskirts of the Milky way, far from any other system. It was a desolate planet, barren and unfriendly, not a place you would want to be in. This planet was a natural choice to build a prison on, one which happened to be Garrus-9. It is not a large planet, some would argue that it wasn't a planet and instead a dwarf planet, as it is just 1/4 larger than Pluto. During the days when the sun shines, it is still very cold on the planet as it lacks any atmosphere or any other life at all.
It's only landmark is the infamous Garrus-9, a large super prison that houses both Autobot and Decepticon prisoners. Whilst the prison is only the size of one Cybertronian city state, it takes up a phenomenal portion of the planet's landmass, with the large dome shield that protects the prison extending over a sizable quantity of the dwarf planet. The prison itself is built into a large crater, meaning potential escapes have a harder time digging out from under the bottom of the prison, or scaling it's walls.
Garrus-9
When any Cybertronian thinks of a prison, their mind instantaneously hops to Garrus-9 (or G-9, for short.). A prison run by a neutral party that is funded by both the Autobots and Decepticons, Garrus-9's only purpose is to hold war criminals on both sides. The entire prison is the size of a single-city state, and houses some of the worst examples of cybertronian life. Whilst the prison does have specific wards, it has no cells, except those used to hold the worst of the worst - Level 9 threats - who are so dangerous their sparks are extracted and held within storage fields.
The Level 9 ward is located within the central control hub, a large central spire that is heavily fortified, housing guards and wardens. It is also the location where visitors land, in addition to prisoner drop-offs. Outside of this zone, are the other eight wings. These wards house prisoners of threat levels 1-8, with each level receiving it's own wing. Said wings are massive, almost on the scale of smaller cities contained within the one large city state. Within the wards the security is fairly loose, with prisoners able to walk around freely, though they are restrained with inhibitor chips. Guards and dedicated defenses help to quell any riots before they can begin, and trackers within the inhibitor chips can be used to locate and detain any trouble-makers.
In addition to all of this security, Garrus-9 is defended by a large shielded dome, making both breakouts and invasions a very difficult prospect. For either to occur, the shield would need to be de-activated from within the control centre, or take such substantial bombardment/sabotage that it would shut down. Even then, the vast array of sentry guns, other defenses and guards would prove a suitable defense against rioting or escaping prisoners, or even those attempting to break in.
