Abilities : Short-range radio and communications jamming.
Ability Description ( optional ) : This isn't standard transmission jamming, done by tuning a transmitter to the same frequency as the receiving equipment and pumping white noise through it. Rather, Capsize intercepts any and all radio communications, whomever they were directed at. This results in the Seeker's processor to be filled with nearly ten voices at once during the course of a battle, and often hindering his own allies as well as the opponent.
This jammer, thankfully for Capsize's allies, only intercepts transmissions sent or received within a short radius around Capsize, around sixty feet. Typically, Capsize is sent to perform several low-altitude fly-by's of a battlefield to get an idea of what the enemy is up to, and to intercept pleas for Autobot reinforcements.

ARMOR AND WEAPONRY
Armor
Armor Description: Capsize has a measley two layers of armor. As a Seeker, Capsize had to compromise speed for durability, and the outer layer is no thicker than standard armor, meaning it can only protect the Seeker from basic blaster fire. Anything more compromises his shell, and reveals the delicate inner layer.
The inner layer is barely anything more than tin foil, in place to provide very basic protection to his vital components and Spark.
Weaponry
There are a bunch of weapons listed here
Primary Weapon
Photon Burst Rifle.
Description: A long-range sniper weapon, good for keeping Capsize away from the action.
Secondary Weapon : Null-Ray.
Description: Capable of stopping electrical devices in their tracks, namely Autobots.
Other Weapons : 20mm gatling cannon.
Description : While in his altform, Capsize has this weapon mounted to the nose of the jet. While transformed, it is stored away on his back, effectively useless.
Other Weapons : Four short range air-to-air missiles.
Description : When engaging in dogfights, these missiles are ready to fire from the underside of Capsize's wing once locked on. When transformed, they remain attached to the wings, and are unable to be fired.
Other Weapons : Two air-to-surface missiles.
Description : When needing to perform quick flybys, Capsize will loose a missile or two to make the airspace safer for him. When transformed, these missiles are locked into place on Capsize's bitarlueus, and can be fired from there.
Gadgets : On-board thermal radar, EMP pulse, electronic countermeasures, and infrared decoys.
Melee : One-handed Cybertronian axe. Useless for the pitifully weak Seeker, but he keeps it out of a respect for honored tradition.

OTHER
Personality : Despite his rather cruel nature, he is markedly charismatic, and even acts polite towards those he considers equals, namely his fellow Seekers. Even to those he does not, however, he constantly keeps his true intentions hidden, never showing his hand until absolutely necessary. Those who know him well describe him as devious.
He isn't always as fierce as his reputation, however. Though he is perfectly willing to strike down the fighters that would see him dead, Capsize won't attack those he has no quarrel with without due reason. Though he keeps it hidden, to avoid possible rumors of his going soft, he has helped the less fortunate from far off, typically in simple ways. An atrophied soldier could find Energon he hadn't collected lying in storage, or a dying Autobot might awaken away from the battlefield and with his processor hastily repaired.
Courage: 6
While Capsize is certainly no coward, willing to fight by the side of his fellow Seekers until the bitter end, he will not hesitate to flee from a battle if none of his comrades are present for him to stand with. When there are no Seekers besides Capsize present on a battlefield, he will retreat if he has sustained moderate damage, damning whatever orders given to him that tell him to keep fighting.
Charisma : 7
Capsize is remarkably civil and well mannered, despite his dwindling mental health. He is courteous to both factions of the conflict when not in battle, and is deferential to almost all cybertronians, unless given reason to treat them otherwise.
History ( Optional as some like to make it up as they go along ) :
Capsize was constructed during the last years of the great war, and loyally followed his lord Megatron, serving under his fellow Seekers. Ironically enough, Capsize is infinitely more loyal to the Seekers than he is to Megatron or the other commanding Decepticons, and if a Seeker's directive conflicts with that of Megatron's, he would obey the Seeker instead.
He was an excellent tactician, making himself a valued addition to the battlefield (at least in his own opinion). He had performed several modifications on himself, consisting of an additional SITREP computer, much larger energy storage, and several tools for use in self-repair. He has performed several internal modifications, but dares not perform any external ones. They may slow him down, and a Seeker can't afford to be slow.
While Capsize is a Decepticon, he is not above giving his opponents mercy during combat. Despite this, Capsize will not hesitate to strike down opposing forces who will not surrender.
As the war raged on and the Decepticons were forced to relocate to Earth, something changed inside Capsize. Perhaps it was an unfixable bug in his system, perhaps it was a self-modification gone wrong.
Capsize couldn't turn off his transmitter's receiver, and worse, he couldn't stop receiving.
The voices. Those damnable voices. They won't stop. They'll never stop.
Family ( Optional, some just have none ) : None, but treats his fellow Seekers as if they were his own kin.
Strengths :
Despite his nonthreatening appearance and pleasant demeanor, Capsize is a devious combatant. What he lacks in strength he makes up for with brilliant strategies and tricks. He is an excellent tactician, especially when having to work under duress.
Capsize's on-board SITREP computer can give him much-needed intelligence during a firefight or other critical situations.
Capsize's most prominent strength is his genius intellect, however his firepower is nothing to sneeze at, either.
Much of Capsize's interior space is crammed with energy cells, and as such, he's able to go far longer than his companions before needing a recharge.
Capsize's ability to intercept enemy transmissions is invaluable on the battlefield, as he is able to seize Autobot transmissions and redirect them to his fellow Decepticons.
Weaknesses :
Capsize's ability may be a wonderful one, but his power brings with it several psychoses. Due to the ability and the constant voices in his head, he has knocked a screw or five loose, believing that he can read minds as well as several other minor delusions.
Capsize is prone to panic when his pretty little plans don't work the way he anticipated them too.
Due to his light armor that was designed more for speed than for combat, he cannot last very long in battle. A well-aimed heavy shot can take him out of the sky.
While his ability interrupts Autobot transmissions on the battlefield, it is not picky as to what it intercepts. Anything from signals from his fellow Decepticons and human radio stations are all caught in his pull.
SAMPLE RP
Note that a piece of your history, your journey to Earth for example, could be used.
Capsize had recently been assigned to scouting duty, and he tried to perform excellently no matter how much disdain he held for the drudgery of scouting. For the past several hours, he had flown around the grasslands in his altmode, searching for something, anything that wasn't just grass or trees. Then he heard a chime in his audio receptors. His SITREP computer was sounding an alert. He took a steep dive towards the ground and shifted back into his robot form. He landed back on his feet with a mighty THWUMP!, bending his knees to absorb some of the shock of impact, and he rose to his full height. He focused and saw a warning light appear a few inches before his left optic, flashing on the interior of his visor. He pressed his index finger to a module on his helmet, touched the device.
"Text only."
He wanted to keep any noise from leaking, in case there was a threat nearby. The HUD panel over his optics lit up, and words appeared what seemed like six inches in front of his face. The SITREP display had minor depth simulation, to keep from straining the optics. With the sun shining bright on him, Capsize couldn't see the display at first. This hadn't been a problem until now, since nothing interesting had happened for the last two hours he was scouting. Capsize continued whispering commands.
"Contrast one hundred percent. Opacity one hundred percent. Visual spectrum passthrough."
The SITREP carried out each command. The text readout darkened, so that he could see it even in the sun. Just for caution, the HUD also turned completely opaque, letting no sunlight through. For a second, the text on a black background was all Capsize could see. Then the external camera kicked in, and he could see the landscape again. But only filtered through the SITREP, and with a tactical information overlay. The text on the HUD read as follows:
*WARNING!*
*Possible threat detected!*
*Heat source approx 400 yards 12clock 0 alt, est 500+ degrees F.*
Capsize read the alert twice, making sure he understood. A heat source? Out in the middle of the grasslands?
"Visual available?"
The on-screen text vanished, replaced with:
*Pos. Lock and magnify?*
"Yes."
The HUD cleared again, and it zoomed in rapidly, like a telescope being adjusted. Nearing the end of the four hundred yards, the camera seemed to zoom on a small bank of fog. Great swirling, swishing washes of steam were rolling off the river and clouding in the air.
"What the...? That's something hot, all right. It's cooking off river water."
The computer thought Capsize was talking to it, and threw an error.
*Bad command.*
"Shut up. Threat analysis?"
*Neg. Null ID on target.*
*Neg situational match "heat source" in "Midwestern grassland."*
"Tell me about it..."
Neither the computer nor Capsize knew what was hiding in the steam.
*Add "heat source" in current area?*
"No, no, no. I was being sarcastic. Log as anomaly."
*Logged. Instance data discarded.*
"That's just swell."
But Capsize still didn't know what he was looking at. Then the thought hit him. It was a hot thing out there. He could track it with heat.
"Infrared spectrum passthrough. Convert for visible."
The HUD's display changed again, this time leaving behind the natural look of the world, and turning into a blotchy patchwork of warm and cool colors. The ground became a sickly yellow, where the sunlight had warmed but the foliage kept insulated against the wind. The river water was deep, cold aqua. The sky and mountains became black, with surfaces too far off to measure heat radiation. At the center of Capsize's vision, the steam cloud was a twisting mass of oranges and reds.
And at its heart, sitting on the riverbank with their blaster dipped in the water, was the white-hot figure of an Autobot. Capsize assumed that the Autobot was attempting to create a smokescreen. Capsize pointed his finger at them in the shape of a gun and made a "pew!" noise with his intake.
"Gotcha."
He pressed his index finger to the device on his helmet, speaking into it once more. Typically, he would ignore an Autobot like this if it wasn't a threat to him. However, he was given explicit orders to report any Autobot activity to his superiors. Sorry, Autobot.
"This is Capsize to commander Starscream. I've found one."
